Would contact CBSA and see what options are available for voluntary repatriation as well.
 
The CBSA cannot help repatriate a Convention refugee as much as they might wish to - the principle of non-refoulement precludes it.

Just meant they may be able to direct the person to the appropriate people who may pay for a ticket home as well as coordinate getting their passport back. Can’t imagine this is the first request.

You are right, and because I don't know this lady's location or circumstances, read what immigration offers here:

There will be places near you - "womens shelters" and seeking information about them should be easy online or by going to a walk-in medical clinic. Culture shock, a young baby and abusive treatment on top of being a Convention refugee are tremendous pressures so I hope that you can get local help before deciding to leave Canada.

Communities in Canada care about the vulnerable - all of them.
 
We don’t know this woman’s story and whether she is a protected person or has qualified for asylum. She will have to decide what is best. If she is ready to return home I have concerns.

She has claimed asylum but probably hasn't been deemed a protected person yet. If she's willing to go home, there probably is no strength to their asylum claim but I personally think if she is allowed to work and save enough money to pay for her tickets, that would work in interest of Canada and hers too.

That would be best but given that she doesn't have a work permit and would have to find and pay for childcare thr chances of her working anytime soon is likely not good.
