I want to get PGWP but i can not take a Biometrics at this time.

I applied PGWP on April then i received the request Biometrics.
All Service Canada is closed and i could not take it.
Has anyone got a work permit without a Biometrics?
I am RPN(LPN) and need a regular nurse license.
If i do not have a valid visa, I can not get a regular nurse license.
This situation is very Horrible.
