I have paid the fees of first semester in Seneca college, Toronto but I want to change my college from Seneca to Douglas (Vancouver).

My first sem starts on 4th September so, is it possible to get refund from Seneca or to transfer the fees to Douglas?

Will it effect on my CV and permanent residency??

Check your college's refund policy.Most probably no to transfer fees to other college.
Will it effect on my CV and permanent residency??
If the douglas is public funded then NO

The refund policy states that if visa gets rejected they will refund the fees.

No mentioning if I want to change or I want to withdraw from the program.

You can change program between two colleges without notifying cic if both are at same level.(i.e PG to PG)

If you want to change your program PG to undergraduate then you will have to notify CPC,vergville, alberta.

For refund ask to college if you want to withdraw your admission in that case how much they will refund?

Both have same level course

In seneca the course name is Professional Accounting Practice (GC)

In Douglas the course name is PG Diploma in Accounting

The refund amt will be after deduction of around $ 200

That amount is incase if your study permit get reject. but for withdrawing admission they will charge more. Better to ask them.
