I quit my job on May 10th 2022 to move to another country to work. What is the cut off date for applying for CEC according to the current guideline?

I was working in technical sales (NOC 6221) in Vancouver for almost 2 years, but I found another job in another country.

I withdrew my application, but I am intending on restarting it a year or two from now. According to the CIC website, I need a minimum of 1 year of work experience in Canada out of 3 years. Is that date based on the date I apply to be in the pool or the day I get an invitation to apply?

Essentially, can I apply for CEC on May 9th, 2024 and be okay or do I have to apply sooner so I get an invitation to apply before May 10th, 2024?

The answer is neither. The date is only locked in after you received ITA and also submit your complete application. So you must have at least 1 year of full time work experience on the date IRCC receives your complete application after you receive ITA.

So no, you will not be OK if you submit your profile on May 9th, 2024. IT will be too late by then.
