Agents are almost all scams. If anyone offers to get you a job in Canada in exchange for money - it's a scam.
You should avoid using agents and do it yourself.
First you need to find an employer who is willing to offer you a full time job in Canada (note that this us usually extremely difficult to do). You should apply for these jobs directly with the employers (not through agents). Once the employer has offered you a full time job they will next have to obtain an approved LMIA (permission to hire you). This process typically takes 4-6 months and requires the employer to advertise your job for at least a month to prove no Canadian could be found for the role.
