i got mail the fees receipt u submitted is already used

I submitted student visa applications. i got mail from embassy that the fees receipt u submitted is already used. My consultant says fees paid receipt sent to embassy might be replaced with the slip used earlier. Because there is no name on slip. only receipt number is there,

I got 02 letters-
1, Mail stating concern that 235 dollars paid slip is already used slip
2. I received Procedural Reference Letter

10 days time given by the embassy. My consultants are very honest, so they can not be douuted. What to do now.

Your consultant is lying or mixed the receipts with another applicant. What is the procedural fairness letter for?
