You choose yes, because it's asking you:
a) Are you sponsoring a member of the family class (not inland)
or b) are you sponsoring a spouse in Canada (inland)?
Since the answer to a is yes, you choose yes.

That wording sucks, they should edit it.

Thanks for your quick response. :) I don't have a printer, I'm at someone's house filling this out so your quick response was desperately needed, thank you so much.

Page 4 and 5 of IMM 1344 is confusing to me, considering the fact that there are no financial requirements to sponsor a spouse, yet page 4 and 5 lists a slew of oaths to provide for the applicant. What's the validity period all about (on page 4)? Is this not contradictory? If there are no financial requirements, why am I promising to be financially responsible of my spouse for 3 years?

It is not contradictory at all. The financial requirement to sponsor and the financial responsibility that comes after sponsorship are two entirely separate things.

There IS a financial requirement to sponsor a spouse. There is no MINIMUM income requirement but CIC must be satisfied you have the financial capacity to support yourselves without welfare. CIC can and has refused spousal apps where they believed that the couple could not support themselves.

As for the financial responsibility requirement, you are required to provide for your spouse so that they are not a drain on Canada's welfare system. If your spouse claims welfare within the 3 year period, you are required to pay it back.

Thanks again canuck.

Well, I'm young. I'm 20 and currently unemployed. I intend to work part time about 3 days per week and go to college beginning sometime within the next few upcoming months. I live free of charge with my mom, and we plan on living with my mom until we can get on our feet.

Do you see a potential problem with this scenario canuck? :(

You should be fine; financial support from family is great proof. Have your mother write a letter stating that she will be helping to support you guys with free accommodation (and anything else she provides); I suggest having the letter notarized. If your husband's parents help out, have them write a letter as well. You can also show your husband's current income and his future income potential once he's in Canada.
