You can apply for whatever you like. However, you may not get the study permit/visa if it appears that you are not a genuine student.

If you're trying to use a study permit to immigrate to Canada, and not to study, you will find it hard to get a study permit.

Apply and find out. How can anyone give you an answer without knowing your profile, and what courses you're applying to? If you have a strong profile, you can get in.
