I called CIC at least 60 times in the past 2 weeks, can't talk to a human.

I haven't been able to get through not even once. For the last 2 weeks I called them at least 60 times at different days/hours.

Are you getting stuck in the voicemail system or are you actually getting to the line up and then giving up on waiting? How long have you waited?

If you are getting stuck in the system, you need to pick through the first couple of menus and then press 0.

This is what I did and it worked, though I did have to wait a bit;

After dailing the contact number press 1,4,0 & #. Make sure you wait a few seconds before pressing each number.

I'm having the same problem must have tried 20 times today. I get put on hold/queue then it tells me to call back later. It's getting really frustrating.
