I’m a PR holder. Just landed last month.
My sister is married and has two children. She is Syrian. Her husband and kids are Egyptians. They want to come visit me here.
Can I apply for a visa for them? Or what’s the process?

You can apply on their behalf online. They will need to go to VFS to give biometrics. If they submit paper applications at VFS, their biometrics will be done then.

But if I may be blunt, unless your sister and her husband have a good travel history (US, UK, Europe, Australia etc.) and maybe at least CA$30,000, their chances of getting TRVs are almost zero.

Being a PR does not change anything. It's the fact that they might be perceived as potential overstayers or asylum seekers

You only landed recently so it is very unusual to be inviting family to visit already. Being Syrian already means that there will be concern about asylum claims. Would anticipate that your family will have difficulty visiting you unless they apply for PR. If you want to try you need to wait closer to a year and establish yourself in Canada.
