Hi. So just what the title says, my husband and his mistress is planning to get married in Canada. They are confident that even without my approval to get divorced or annulled in the Philippines, they can still get married legally in Canada. Is this really possible? What do you think I can do to prevent this to happen? I think my husband is doing this because the girl is a Permanent residence. Can you please recommend any actions?
I am in the Philippines now and my husband is a visitor visa holder and currently have plans to marry his mistress.

Yes, possible without your persmission / involvement. Once you and your husband have been separated for a year, he can obtain a divorce in Canada. Once he is divorced, he can remarry. There is really nothing you can do to prevent this. You cannot force him to stay married to you.
If he has come to Canada to be with his mistress and is no longer living with you, then it sounds like your period of separation has started. Once this separation reaches a year, he can divorce you in Canada.
The fact he cheated on you has no bearing on the situation one way or the other.
Also, technically he doesn't even need to divorce you in order for her to sponsor him for PR. If they are able to show they have cohabitated together for a year continuously, then she can sponsor him as her common law partner.
He doesn't sound like a nice person at all and I would recommend the best thing you can do is move on with your life. Sorry this has happened to you.
