What is your NOC since you will not be eligible for EE-CEC? Are you eligible for EE-FSW without your Canadian experience (Have skilled work experience)?
How are you not eligible for EE with at least 67 points - NOT CRS? What is your NOC? You don’t have many choices except get a job offer with LMIA. Most PNP programs are for skilled workers and through EE. Look at the Atlantic provinces or BC to secure a job offer where you have experience and see if eligible for their PNP programs.
My NOC is Sales Associate and I didn't get you on 67 points. I reside in Ontario, my CRS is ~440-450. I am 33 yrs. 3+ years intl work exp and bachelors done internationally and did 1yr PGD in Canada. IELTS is also 7. I am working in a very good company here in Canada even though given my education and past exp I should have been given a NOC 0, A or B job but you know that in Canada it's not that easy to secure such jobs from the start it takes time and for that time you have to have longer WP, PNP or PR. I only have PGWP which is going to be expired in 3 months that's why help is required.
I don't think Ontario PNP is an option for you. Your score is too low.
CRS is irrelevant if you aren’t elgible for EE based on the eligibility score. You need at least 67 points. Info on the IRCC website. If eligible for FSW, you need to look at other PNP provinces based on the NOC for your international work experience. Don’t know NOC for foreign experience.

You need the 67 points under the FSW points system if you are apply for Express Entry. This includes FSW, CED and also any PNP stream that goes through Express Entry.
What is your NOC? First step of EE is to see if eligible. Do you have ECA for your degree, IELTS and employment letters for foreign experience?
International NOC is 0124 and Canadian NOC is 6421. Is this a new FSW program? I have never seen this 67 points before.
No, it's not new at all. It's been like this for many years. You need to have at least 67 points under the FSW points system to qualify for FSW under Express Entry. Your CRS score then determines if you are selected out of the EE pool for PR.
I got it, actually never had to take a look at it, because usually if CRS is above 470 then we already become above 67 points. So my CRS is not actually to that level that's why I have already stopped working for FSW. That's the only reason I am looking for other ways.
No - that is not how it works. You are confusing two different things and not understanding how the programs work.
