Yes ur baby is canadian citizen. I believe you have to apply for proof of citizenship through ur local embassy

But the new rule said parents have to be Canadian citizen by born as you were immigrant and then got Citizenship So you might can't apply .

I am pretty sure that if the baby was born after the parents became citizens, then the baby born outside Canada is a Canadian.
Man u r confusing citizen by descent with naturalized citizen
Ok thanks what I understand if any one of parents ( mom or dad ) become citizen and the baby born outside Canada after their citizen then the baby will be citizen by descent .

"
Is your child already a citizen?
A child born outside Canada to a Canadian parent on or after April 17, 2009, is a citizen by birth if the child is in the first generation born outside Canada, and the Canadian parent:
- was born in Canada, or
- became a Canadian citizen by immigrating to Canada (becoming a permanent resident) and being granted citizenship (also known as naturalization)."
