1) i found a job in a residential and commercial painting company and i'm working on payroll. can i apply under cec? i am asking this question because it does not match with my study.
2) do i need 1 year experience or 1500 hours because i am completing these allocated hours before 1 year.

i can give answer of your below points :

(2) 1 year of work exp is mandatory (hours and year both are required).
(3) wages does not matter for PR application in CEC
(4) NOC are available at : http://www5.hrsdc.gc.ca/NOC/English/NOC/2011/OccupationIndex.aspx

1. What I know is your work experience should reflect what education you have , To me your work should correspond to your education . VO might raise concern on above if your education doesn't matches with the work you are performing .

2. I you are full time employee not part time you have to complete 1 year to apply.
3. Your wages should also corresponds to what role you are performing , A Manager can't draw a salary of 10$/hr ,My example wont be appropriate , But VO might raise concern if your job profile doesn't corresponds to wages
4. You can find NOC at HRSDC site : http://www5.hrsdc.gc.ca/NOC/English/NOC

1. For CEC it is not necessary to have work experience from the field of your study.

This is more of an issue when the job experience you are claiming requires more education/experience than you have. In the OP's case, I don't think it's an issue.

You have to have one year of full-time work experience, or the equivalent in part-time work (that takes longer than one year to accomplish). CIC only provides an hourly equivalent to allow conversion of part-time hours to the full-time equivalent.

If you work full time (30 or more hours per week), it is simple - work one year (52 weeks) to meet the requirement.

3) what should be the hourly wages ?

There is no wage requirement, but they should be in line with the wage/salary range for your occupation in your area.

4) where can i find designation titles about my job ?

Not sure what you mean - your job title is that which your employer says it is. You do not have to match your job title to a sample job title in the NOC (those are only examples). You have to match your job duties and responsibilities to those described in the NOC.

You can do a key word search on the NOC website -
