I am a graduate student. I have completed Bachelor of technology in civil engineering. Please suggest me, can i apply student visa for studying in diploma as you know i am a graduate student. Is there any chance for refuse student visa for applying in diploma for a graduate student ? It is cleared that we all know diploma is low level study than the bachelor study

You already answered your question. "It is cleared that we all know diploma is low level study than the bachelor study". There are chances of refusal, so better look for Masters program..that way you are one step closer to Canada for sure..
