husband coming back to canada

My husband landed in march 2014 and recieved his pr card and left. Now hes coming back for good in a couple of months. I know he did his landing procedures the first time but what is different this time when he lands? Where does he go when he lands in toronto? Do they need anything else besides his pr card and passport? What will they ask him? Does he need to fill out a customs card even if he doesnt bring back new purchased items? Also when he lands and presents his pr card will the officer know how long hes been outside canada???

If he has the PR card and his passport he goes to self service kiosk where they scan the PR card and print out a receipt. This receipt is given to a CBSA officer, best case scenario they dont ask anything and let him. Otherwise they might ask basic questions like how long you been outside the country. Where does he work?

No he doesnt need anything else besides his pr card and passport. Just to be sure, have him carry his CORP as well.

Does he need to fill out a customs card even if he doesnt bring back new purchased items?
He might have to, but its not a big deal.

Also when he lands and presents his pr card will the officer know how long hes been outside canada???
They might not ask because the self service kiosk is supposed to make life easier PR and citizens. If they do ask, he can mention he is coming here for good. As long as they feel he intends to stay in canada this time for good, there will be no issue. The issue comes when they suspect the person doesnt intend to stay in Canada

This time he is simply a Canadian PR returning to Canada.

Custom cards are routinely required for all those traveling commercially, including returning Canadian citizens as well as PRs. The customs declaration is typically oral for those entering Canada by private vehicle at a POE on the U.S./Canada land border.

At the time of originally landing, a PR could have submitted a "goods-to-follow" declaration which would allow tariff free importation of previously owned and used goods some time later.

What the PR may bring into Canada tariff free after the first entry will be limited to either those goods declared in the "goods-to-follow" declaration (made at time of original landing) or otherwise within the limits for travelers returning to Canada generally.
