I submitted my no backlog certificate on saturday and on the next working day which is monday I got my loa.... !! Let me know if you need more help...!
I think you should call at humber for once to clarify your case and get guidelines regarding this. As I clearly got proper guidelines to make my withdrawn application to accepted.
