Here is my timeline in ecas

We received your application for permanent residence on april 13, 2015.
We started processing your application on september 25, 2015.
We sent you correspondence on november 24, 2015. If you have not yet provided the information or the requested documents, please do so as soon as possible. Please wait until you receive the correspondene before sending us additional information, as the correspondene will outline all information that is required.
Medical results have been received.

Now, in the the letter they asked me to do medial exam, police certificate for Canada and my home country, pay PR fees, pay deportation return ticket. All this was done in the 30 days period.

In my country, they do not hand out the police certificate, it goes directly to the embassy and the Canadian embassy send it to the CIC processing center in Canada.
I did my police certificste 28 november, i went in person to the embassy and asked them to send it to immigration office in Montreal.
2 days ago i changed my address and i notified the embassy and i also asked again about the police certificate to find out that it was not sent already but they assured me that it will be sent now and they will receive it in working 10 days.

1. is it a bad thing that the CIC center will receive the police certificate after the 30 days period? Even thought it was not my fault and the date on the police certificate should be proof enough that i did it in the 30 days period.
Also they received my Canadian police certificate in less than 30 days as well as the medical exam.

2. That is why it has been 3 month since i submitted medical and canadian police certificate but i never heard againi from cic, is this normal?

I think that you should have notified cic about the delay you experience. Am also waiting on my 2 stage approval, did my medicals, police clearances. Actually i just received my police check from the states. It took about 4 months to obtatain.

For any sort of communications, delay or changes always inform cic about it, this will avoid you any kind of delay or bad decision.
Try emailing cic in regarded the delay with PCC.

I think its too late for me to send an email to CIC about the PCC, because for sure they received it already.
The date will be at the PCC and the CIC agent will see that it was at the embassy all this time.
When i filled up some papers they asked me to fill up, my lawyer mentioned that the PCC will only be sent directly to the embassy so they knew about it but iwas scared but i guess atm its fine.

We are doing an appeal at the federal court. Man too much money for these things, i swear i paid more than 10 already.

It’s all about money, how much did it cost you for an appeal if you don’t mind me asking?
You can get some legal help but at the end it’s not like someone you hire specially for your case and that’s just my opinion.

However, there is no requirement to re-admit applicants who have received a positive Stage 1 H&C assessment and who seek to return to Canada to finalize the application.

I didnt re-apply for ARC but i paid my lawyer to appeal the decision which is useless now.
ARC is granted at stage 2 which is the final decision and CIC will send an email to the VO to inform them about the ARC issuance.

Edit: how long is stage 2 processing time usually?

Update:

My lawyer applied for an appeal at the federal court for the ARC refusal, he was contacted by the justice department that CIC agreed to do an examination by a different agent for the ARC and CIC will send the instructions to the embassy.
So my lawyer withdrew the appeal in return and im waiting for the paper work to be ready for reexamination.
So hopefully good news and fingers crossed.

Is it a good news that CIC decided to do a reexamination without going to the federal court? Doe it mean there's a slight chance if being approved?
