Dear all;
my wife is Canadian citizen and i receive my PR card about a year ago because of my wife statue.
my mother has passed a way 20 years ago and i am the only child of my father. When i want to leave my home country(Iran) and move to Canada, my father became depressed and had a hearth attack at the same time. he had an open hearth surgery, so i can not leave him alone.
now, me and my wife are living with my father in Iran( in the same home). on the other hand all of my wife's family are living in Toronto(her father, mother and only sister). I can not leave my father alone even for a short period of time. what is the best solution for us? can we try HUMANITARIAN AND COMPASSIONATE APPLICATION? please help us to find the best way of action...

He would have to be in Canada to apply for H&C. You can’t do it from Iran. And he would still need to pass the medical, which sounds like it would be difficult at best. IMO you don’t have a viable option to bring him to Canada, but others may have alternate opinions.

As said above, you cannot apply for H&C from outside of Canada. Your father would have to obtain a TRV and travel to Canada first.

If he is in Canada you'll have to pay for emergency health insurance but pay out of pocket for routine care. If he has an emergency then you will likely lose coverage. H&C cases can take years so you'll have to take into account the financial cost. I think you will find that getting a TRV may be very difficult.
