There are likely to be a number of reasons why the ARC was denied, part of it will be that he didn't obtain a certificate of departure when he left.
Apply for sponsorship. The ARC will be dealt with as part of that application. As @scylla says, coming here as a tourist is likely out of the question for him basically forever.
