can anyone share the HRDC web link where we can post our duties to validate the NOC code.

I am going to apply under NOC 2174 but I would like to validate it with my duties listed.

You can send your job description to them via email -

I would suggest asking the best NOC (rather than asking "does this match NOC XXXX"). But keep in mind that CIC will make its own determination, and that what HRSDC says is not binding on CIC...
 
How much time does it take for HRDC to reply on that NOC code request?

CIC makes the determination of the NOC, independent of HRSDC. You can obtain an opinion, but it's certainly not binding on CIC.

CIC and HRSDC have different purposes in assigning NOCs, and this accounts for differences in interpretation. In general, HRSDC will "evaluate up" - to impose higher standards for work permits. CIC, on the other hand, tends to evaluate "down," to ensure that CEC applicants meet the program requirements. This means that if there is doubt between two NOCs of a a higher and lower skill level, CIC tends to go with the lower one, unless you give them really solid reasons for the higher skilled NOC.
