my friend is having a trouble in relationship with her spouse. And his wife has all the information for sponsor ship. I think they had submitted the sponsorship application themselve without letting her spouse know. So how can he withdrawn his application he doesnt know the uci and application number.

They don't need UCI or the applicant. Get a better rep on the phone. Your friend's UCI should be on her citizenship certifiate or PR card.
Your friend likely never signed any application. So the spouse likely submitted with a fake signature. That's serious.
