Hi,

I want to visit my friends in US. I dont have my PR card as yet.

What are my best options?

I suppose you already have a US visa or you are visa exempt to the US. Then it is not a problem to go there.

However, to come back, if you are visa exempt to Canada, you get on the plane on the strength of your visa exempt passport and when you arrive and go through immigration, you show your landing papers and tell them that you did not get your PR card yet. It will not be a problem.

If you are not visa exempt, an airline will not let you board without a PR card or a PR travel document so you have two options:
1. get a travel document from a Canadian embassy in the US or
2. travel to the US border, and cross the border on foot or by rental car showing your landing papers as you enter.
 
Im from India and hence I need a visa for the US. As mentioned earlier, i dont have my PR card as yet coz ive just recently landed. If i intend to go to US by road, what procedure should i follow and where and how should i apply for a US visa?

You can only travel to the US by road from Canada or Mexico...this is moot as you don't have a US visa. US Consulates in Canada rarely give new Canadian PRs visitor visas becaue you are deemed not established/ having ties in Canada...you can apply but you will be wasting your money if you have no ties in Canada i.e. solid job, property etc. You can apply for the US visa from your country of nationality in this case India but I guess this doesn't work for you..you will still have to demonstrate strong ties to a country such that you will leave the US at the end of your visit.

You should to go the website of the US embassy to apply for your visit visa to the US: http://canada.usembassy.gov/visas/visas/categories-and-requirements.html

When you get the visa, you can go either by road or by plane.
