You would follow the same process as normal for a Canadian applying while outside of Canada. File an outland application.

thank you for your reply

Can I marry in a different country and then she comes to Canada as a student and then we re-marry in Canada again? Is this possible?

You don't need to remarry in Canada. As long as the marriage outside Canada is legal as per Canada's marriage laws and that country's laws, it is recognized in Canada.

To come to Canada as a student, she will need at least $25K, acceptance to a school and strong ties to her country.

Hundred thousand come to Canada as a student so I thought she can come to Canada then we go to the registry and marry in Canada.. is this doable at all?

Also, another option is to marry in her country then sponsor her to Canada, right?

And just as many are refused as students. She can certainly apply but no guarantee.

You can marry wherever you want.

just for my understanding, if she comes to Canada as a student then we get married in Canada after the ceremony I will have to send an inland sponsorship for her to stay, right? then in 3-4 months, she will get the work permit and in 12 months PR? right?

Once the situation with Covid gets better I will get her to apply for the English language program maybe 6 months or something then once she comes we can marry in Canada and I file inland sponsorship for her.. is that a good plan?

Has anyone done it before?

Expect refusal for ESL. It can be done anywhere in the world, so really no point in coming to Canada. If she actually wants to study, she needs to pick a proper course that is relevant to her previous studies and as I said, show $25,000 in funds and strong ties to her country.

The refusal ratio varies. Summertime hundreds of ESL students come to Calgary to study English.
Can I show the funds that I will support her?

Also guys, do you know if outland spouse applicant can apply for visa either touristic or maybe study permit?

You seem to have your own conclusions already yet you're asking questions... If you want to try as a student and you know she qualifies then do it. Basically you can apply in any format you choose. Following the process for each application. The timeline you are looking at will be extended after the pandemic is over. However the timeline stated was the current average.

You can try for anyone you feel you qualify for. Doesn't make sense to try for all choose a route that makes the most sense to your situation.
