there are multiple options, touristic visa, student visa, outland inland sponsorship so need to know all to make better decision

She can also totally be refused a study permit, especially for ESL, and not be able to come to Canada.

I know she can be refused for ESL, Study Permit but it worth trying. If she gets rejection then outland spouse sponsorship is the only choice
