How to request ATIP outside Canada

I just received my visa application refused. But I applied with a consultant outside of Canada and he is not regulated. I'm living in the Brazil at this moment.

Our applications was:
- Study Permity - College (my wife)
- Work Permity (me)

I contacted some consultant in Canada but they asked for CAD$55~100 to apply for ATIP but on Canada website they said the fee is CAD$5.

I found this site to request ATIP does anyone know?

you can order from the link. it probably will take around 60 days…30 if you are lucky. What were reasons for refusal? And your full profile?

Okay, I'm also contacting a friend to request for us the ATIP otherwise I will use this site.

About our profile and refusal, well, the Canada just answer as:

"I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit."

But, our request was sent badly formatted, the employer's letter was missing, for example. We will use in this next application a regulated consultant such as GoNorthSA.

Purpose of visit can mean many things: not showing education/career progression, lack of funds, lack of ties to home country etc.
