One question -
Following the instructions here when asking a friend as PR in Canada to apply on my behalf:

it is required to fill in the form IMM5744E instead of IMM5475E (as mentioned in the posts here). Is this a result of the regulation and system updates?

CAIPS notes can be ordered only by permanent residents, Canadian citizens or individuals present in Canada under the Access to Information Act. If you are not in Canada, your relative can request it under the privacy act. Furthermore, there are online portals like http://www.caipsfile.ca/ from where you can order CAIPS notes.

Do they provide the full information on why my visa was rejected and will it help in reapplying " I used the above link they are charging $26 and giving the officers notes only" is this the best option to take? Please reply to me thank you.
