Having an OPEN Work Permit gives you the right to be self-employed. (To get incorporated)
I was like this (OWP holder and self-employed) for the past 6 months (before I get my PR)

I'll be honest, I don't know about Calgary, but you can check Online for companies who does the whole incorporation process for you.
For me here in Ontario it cost me around 700 (full service: Name Search, Registration, legalization, Minutes Book, company stamp, fees, taxes ... etc. ). The company that did this for me is: incorpdirect.ca (I don't know if they work in Alberta)

Check for such companies and take action.
But, in term or eligibility, nothing to worry about. I've called CIC specifically for this matter and they confirmed to me, that an Open Work permit does permit you to be your own self-employed.

Hope this helps :)

Thanks Buddy it really helped.... I went to NU registry here in calgary (newurbanregistry.com) & they denied to open a incorporation being its open work permit, they said your 1/4 directors should be either Canadian citizenship or PR holder unfortunately I don't have much relative/friend here who is having PR (citizenship nobody is having).
Have you given director details(PR holder) while incorporating or just you were enough, Kindly advise.

I'm surprised. I've read about this "1/4 rule", but when I contacted incorpdirect.ca , they didn't mention it to me. Maybe in Ontario, they allow incorporation without this rule.

Answering your question, No, I was (and still) the only director. 100% stack-holder.
When I was registering, I had to provide my SIN, which is starting (at that time) with the number 9. So, you really can't hide the fact, that you are a Temporary Resident.

I'd suggest you contact another company and try to understand if this is a firm rule for Alberta. Best of luck.

That is correct, 1/4 of your company needs be citizen/permanent resident without which you cannot get incorporate. There are lot of agents who do it for you, you can go via that path.
