how to obtain Police certificate in dubai and japan if u lost former visa??

hi, i am currently in Canada and i am going to apply next year for PR. My spouse lost his former visa in dubai but still had his emirates ID and he lost all his papersfrom japan since its been 9 years..How can he get police clearance if he lack of the requirements needed to apply for Police clearance?? Does it affect our papers for PR if he cant provide?? i do appreciate guys if u reply on my queries..thank you
