You need to find an employer in Canada who is willing to give you a job offer and that employer needs to get an approved LMIA.

If you have to pay money in exchange for the job offer then it's a scam and the job offer will be fake.

Unfortunately it's extremely difficult to get a job offer.

So you want to loose a couple of thousand dollars every year isn't it. 99.5% Work permit agencies are SCAM. Even if you contact personnel in Canada, it's still gonna be the same scam.
For your job profile you will not get a work permit with LMIA support. This is the fact, so stop wasting money, or if you are a rich security person then we aren't stopping you from throwing thousand of dollars to scammers.
