How to get the Police Clearance Certificate from Kingdom of Saudi Arabia Waived for your Canada PR application.

Anyone who has tried to obtain a Police Clearance Certificate (PCC) from Kingdom of Saudi Arabia (KSA) must know the difficulties pertaining to this procedure. The CIC website shows certain steps that are completely different from what Saudi authorities are expecting you to follow.

When I sponsored my wife, we had the same dilemma. Initially we thought it would delay the process because we had to wait till the Visa Office (VO) send us the official request letter to be produced to KSA authorities and then initiate the long and arduous process. But with research we were able to get the PCC from KSA waived and I want to share my two cents for everyone’s benefit.

***First and foremost, you need to be a resident in good standing. Meaning, you need to have clean PCC from all the countries you have resided. Any grey area could raise red flags within immigration authorities and the following procedure will not hold applicable or practical. Therefore, ensure all your other PCC are clean and free of any law violation***

Step 1: Follow the procedure and contact your local KSA embassy. If they are helpful, follow the procedure, take finger prints and obtain the actual PCC. This is the most convenient.

Step 2: If step 1 seem not possible, follow the next steps to get it waived.
What VO immigration officials expecting is your effort. They are already aware of the difficult procedure from KSA. They made guidelines for you to make an effort. This should begin by the time you submit your application to Mississauga. Write to your local KSA consulate or embassy and ask for information and procedure. Email them and save all sent emails. Its highly unlikely they will email you back because KSA officials are extremely unhelpful. Send them an email every month, call them. Keep all records. You can find VO email addresses through a simple “google search”.

One additional step would be to visit the foreign affairs bureau and send them an email through their online “contact us” section. It will send a copy to your personal email. Save it for future purposes.

Step 3: Keep repeating step 2, save all emails and correspondence.

Step 4: The Canadian VO will request for PCC from KSA with an official request letter addressed to the Saudi Embassy with your file number included. You will receive this by email or post. Take this to the Embassy and request for the procedure or how to obtain fingerprints. Then follow the procedure they recommend.

If step 4 fails and the KSA embassy officials are unhelpful or mention they are not authorize to assist you then email them. Email/call until you get a written confirmation of their unwillingness to help your case.
Note: In my case, we followed all the above procedures. We were sent back from the local Saudi Embassy. They asked us to contact my wife’s Consulate office where she is a citizen of. The trick was to attach the “request letter” sent by the VO. The local KSA Embassy emailed us rudely to contact the Riyadh embassy where she is a citizen of.

Step 5: After failing all the legal procedures, we wrote a cover letter to the VO who is handling our case. We attached all the emails sent/received. Phone conversation records (Bills). We showed that we genuinely tried to communicate.

**In order to get it waived, next step is very very important**
Step 6: We found out that KSA do a background check every time a resident leaves the country. Meaning a criminal record will be performed and an exit visa/stamp will be issued when the resident leaves KSA. So if you have any such criminal record, you will not be allowed to obtain the stamp thus leave the country for that matter. My wife explained this in the cover letter (CIC VO already know this) and attached all the exit stamps from KSA, which proved she had NO criminal record.

**Note you need to have CLEAN PCC’s from every other resident country in order for CIC to waive this requirement**

We received our Passport request and CIC VO never requested for our PCC from KSA.

Good to know. Glad your wife now doesn't have to worry about needing to be escorted by a male relative before leaving the house, and at least she is able to drive a car.

She lived with her parents who worked as expats. They never went through such trauma. But glad its all over and we got it waived

And i don't know if the email that they sent to us is the said request letter for police clearance in Saudi. i only have 15 days left to send the said police certificate in the office of Hongkong. kindly please help me. thank you..

Hi Was inspired when I read your post.we have the same situation like yours...we are waiting for the decision of CIC .how long did you wait before you got the Decision and get the passport be submitted for visa stamping.we sent our request last January 2014 and until ow when our consultant make follow up the answer is The email has been forwarded for the right person for decision we already done medical last year august 2013.

Hello. The immigration of HongKong Canada send us a letter requesting for my fathers police clearance from saudi. Bec last May my father was not be able to obtain one. Bec. Its hard to obtain ad we dont know how.recently they sent us a letter and we need to suit it before oct. 17 :( yet my father went to Saudi Embassy in manila with a finger print document. They told him to authenticate it and have a ref ribbon on it. We ask for help on how we can obtain. They did not give him instruction and they was not be able to go inside. They're so strict. Now i dont know on whats our next step we email the riyadh embassy given by the lettet grom canada's embassy and told us to go to our residence saudi embassy immigration and contact them but they did not give instruction when my father went their. .. what should i do. we want to finish this requirement to jave the decission wete already done doing the medical but they are looking for this requirement.

My friend got Saudi PCC thro following Ottawa agent. But it takes one month time.
U can send email to CIC to waive Saudi PCC, since it is very difficult to get from outside Saudi.

Good day Sir!

I am now in a hopeless mood because I cant find a way to obtain a PCC because the VO from CIC was asking me to provide one and we have a deadline and its only for 2 weeks. After reading the thread I was relieved. I have seen a lot of forum that If you are unable to provide the PCC you must go to OUMWA-DFA to get a "non derogatory record" but it will take 2-5 months.

Please enlighten me Sir or maybe you can give me some more details on how my PCC be waived. Btw, When did you apply for the PR? Mine is for student visa and open work permit for my husband.

Thanks for your effort to share your experience. I some how agree that it is very hard but it is not impossible.
What I did was first requested a request letter from Abu Dhabi for PCC which I got in 5 weeks. Then I took our government relation officer with me to traffic police because of language (i cannt speak Arabic - it is bad that I have been living in Saudi for 7 years) any way we submitted all required informaiton and did the finger prints, then they issued me police certificate in few days (not remember how many).

Really it was that simple with me, may be I was lucky but it worked with me. The point here which you mentioned that our embassy do not reply at all and rather sending emails to them and getting frustrated you self I would say go with the process which Canadian Government asked us to do

It is just my point of view

Someone asked how we got the PCC from KSA waived. Here's what we did and we were successful.

When we called the embassy of KSA in UAE to obtain the police certificate, they told us we need a request letter from the Canadian embassy that is processing our file. So we wrote to the Canadian embassy who said they will issue a request letter when they arrive at that stage to submit the PCC from KSA. We submitted all the documents for my wife’s PR, including the remaining PCC from other countries with a cover letter stating our situation on PCC from KSA.

In the mean time we called our native embassy in KSA asking for their help to obtain PCC from KSA. Our embassy said they cannot help us because my spouse doesn’t live in KSA anymore. Then we emailed the foreign affairs bureau of KSA, asking for the procedure. They asked us to contact our local embassy of KSA. Pretty much we went round in circles without a clear answer. No body knew the clear procedure and we read that once you leave KSA, its extremely difficult to obtain a PCC.

We also found that KSA requires an “Exit Visa” when you leave the country, which they do a background check to issue. This is done in KSA. So if you get that “exit visa” issue means that you haven’t committed a crime nor have no criminal history in the country.

So when the Canadian embassy requested our PCC from KSA we submitted the following documents.

1. All correspondence from our local embassy is KSA, emails written to KSA councilor in UAE and emails written to KSA foreign affairs bureau.
2. Copies of exit stamps, explaining the that my wife has no criminal history in KSA.

Canadian councilor in UAE knows that its no possible to obtain the PCC from KSA once you leave the country. All they want to see is that you have made an effort to obtain it and you are genuine in your efforts.

My wife obtained her PR within 6 months and now happily living with me.

If i need going to Canada u.s any other countries from soudi Arabia airport.
Without Final Exit because my company they will not give me final exit. They will give me vacation viza.

So please tell me what will do???
