How to get ECA from abroad?

I am in the USA. I want to apply for Canada immigration. I finish my UG in College affiliated to Anna University and PG in Alagappa University.

1.How should I apply for ECA from the USA?

2.What is a process with Anna University Transcript?

ECA is to be applied online, so you can do from anywhere. Also the transcripts are supposed to be sent by your college/university directly to the ECA agency (you have option to collect the transcripts in sealed envelopes and send them together though).
Once transcripts are delivered to ECA agency, they would do the evaluation and send out an assessment report on email as well as physical mail (if requested)
