How to get CAIPS/GCMS?

I was refused a study permit back in August and now wish to obtain the officer's notes and have a person who lives in Canada. Does anyone here know about the procedure and costs if I have some individual in Canada?

The cost is 5 $ but the person requesting CAIPS must be a Canadian citizen or a permanent resident.
If you Google it, you will find some websites offering that service for like 40-50 $
