Hello all,

I'm a little lost and the CIC website is making my head spin circles. OK, so I am sorting this for a family friend.

The parents were both Canadian (husband died 2 years ago) and they had 2 children in the Philippines (boys aged 9 & 11). At the time of the births both parents were Canadian citizens (the mother was/is also Filipino)

The mother has moved back to Canada, starting a new life there and has housing. These kids are living in the Philippines (I am here caring for them) but their births were never registered with Immigration Canada (the parents planned to live in Philippines forever, until the husband died). The process of getting a Proof of Citizenship takes (estimated) 12 - 14 months, plus another 1 - 2 months for passports.

The mother is selling her home in the Philippines (buyer already in the wings, just working on financing, title transfer, etc).

How can she bring these boys to be with her in Canada? They can't be a Family Sponsor (as they are already Canadian and can't be sponsored this way) and they can't wait for Canadian passports (they'll have no where to sleep when the house is sold).

Should the boys just come to Canada (travel with their mother) on Tourist Visas and stay for the Proof of Citizenships to follow through?

Any advice is welcome.

Hi,
The mother was born in the Philippines, the father was from UK.
They were married and lived for 6 years in the UK (the mother then became a naturalized UK citizen)
Both parents then emmigrated to Canada in the mid-90's and became naturalized Canadian Citizens.
In the early 2000's they moved to the Philippines and held permanent residence in the Philippines.
At the time the children were born, the mother held UK, Canadian and Filipino passports; the father held UK & Canadian passports.
