So you need to be in Canada and then have a work permit or be able to restore status. This is an EE program without job offer so you need to be working in Canada or be able to restore your work permit.I’m outside Canada currently

But this is through an EE stream (Human Capital) which doesn’t require a job offer. You would be eligible if nominated through a non EE stream that requires a job offer. Faster just to get PR.With nomination I heard that I just need an offer from portal ?
