How to apply for PNP Program

Kindly advise the process of applying PNP Program. I would be highly appreciated if any body can provide me the link to apply and how long it will take.
Looking for the entire process since I am new

Currently I am 48 years old and working in GCC with masters
As per my evaluation the CRS score I am getting is only 300 and please advise whether I am eligible for Canada PR

The link will take you to a page that has links to all the pnp programs. You will have to take a look at the website of each province to check your eligibility.
You can apply by Express Entry or by paper, the whole process could take anywhere between 1 and 3 years... It is a long process..

Is it compulsory to have job offer to apply PNP in all the provinces? I'm planning to study Business Management.
