how to apply for my brother with my mom

Hi,
I am a permanent resident of Canada and my husband is a Canadian citizen. I have applied supper visa for my mom but I want my brother to come with her as she cannot travel alone. My brother is 20 years old and he is studying in university in back home. The question is can I apply visit visa for my brother by giving this the above statement for couple of months, how much the chances that he will get visit visa or what should I do.

Your brother can apply for a a visitor visa but the chances of him getting one are pretty low.

Your mother should be fine to travel on her own. Airports usually provide assistance if people are lost or need a wheelchair. Your brother can certainly try to get a visa but without being able to show strong ties like job, family (children or spouse) or property, previous international travel to countries similar to Canada and the ability to finance his own trip without exhausting a good portion of his savings the chances of refusal are high. Young people or university students often have a very hard time getting approved. The other factor is with you and your mother in Canada there is more of a tie to Canada versus your home country.

As he is 20 years and the dependent age is 22 or less and he lies in it
Can i show him dependent on my mother as he is not earning and originally right now he is dependent on my mom and dad, the only problem is my mom don't want to travel alone.

The under 22 is really for PR sponsorship. You can certainly try to get your brother a TRV but also have a plan B.

you can certainly try but as others have mentioned the reason that your mother cannot travel alone is not a good one.
What a lot of people do is book wheelchair service for their elderly parents. The attendant who comes with the wheelchair is obviously familiar with the airport and knows exactly which gate to go to next. They take the traveler right to the gate, then the airline hostess directs them directly to their seat. Not to mention there will likely be many people speaking the same language on that flight so there will be lots of people from the same country there to help. This isn't the eighties or nineties anymore, almost everyone has a cell phone these days so they could use that to dial your number incase they need anything.
I have relatives who had never travelled before in their life and couldn't speak much English but they came to Canada using wheelchair service.
