How soon can i apply for TRV after rejection?

Hi all,

How soon can i apply for TRV on behalf of my mom?. Shes in US currently on visiting. Her application was denied that based on the fact that she might never leave Canada. We asked only for 3 weeks and the fact that she’s applied for TRV while is temporarily visiting US is sort of a given that her intention is not to stay for longer period of time. May be i could write this all in a coverletter to tje visa officer sorta help my case. Spoke with an immigration consultant earlier today and she says to book flight tickets eventhough CIC advise against it.

Kindly advise. Has anyone noticed that there has been a lot of rejections in March 2018?.

Yes you can include a cover letter explaining your situation. Do not book tickets that are non-refundable. You can apply again as soon as possible but wouldn't keep on applying if you get another denial. You should wait for the next request. Too many repeated attempts can be misinterpreted.
