Hello, I am looking for some advise based on experiences my step daughter received PR in 2018 and stayed for 2 month but returned to Thailand to finish university there. Then covid happened and she stayed to help with the family farm and help out her grandmother (not ill). Her Pr card is expired and she did not meet the residency obligation. She now wants to return to canada and is pregnant (just recently) wants to raise child here . My understanding is that she will be able to return to canada via USA in a private vehicle. What should she be prepared to bring other than copr to return. I believe we can find a job for her to start upon return and we are aware she won't have medical coverage.
 
We are looking to get her a b2 visa prior to travel as I don't think a transit will work
If she gets the visitor visa, she may be able to come and cross the land border with her COPR.

She may or may not be reported for not meeting her RO.

If she is reported, then her stay in Canada will not count towards her RO. Since it doesn't look like she will have and H&C reason for not meeting her RO, her PR could be revoked after.

Transit will not work. Have you looked at processing times for US visa with an interview? Does she have a SIN number? She will need to pay for delivery which can cost tens of thousands especially if complications. Also she will need to pay out of pocket for appointments and tests, and find an OB/GYN who even takes uninsured patients.

She can certainly try doing this and hope she is not reported at the border for failing to meet RO.

Have her apply for the B2 now. Processing can take 2-3 months.

She should also be aware that if she has a partner she should wait until she is compliance with RO before sponsorship. She will likely be expected to pay a significant portion of OB costs upfront. She could also struggle finding an OB because preference goes to those with public healthcare.
 
No partner to worry about

Would ensure she can both secure an OB who will accept private payment before coming all the way to Canada. Would plan on paying 10-20k if uncomplicated pregnancy depending on the province and type of labour. Most hospital want at least half payment in advance. Doctors want to be paid by appointment.
