No language test is require for family sponsorship.

In order for your sister to qualify to sponsor you, ALL of the following must be true:
- She is single (unmarried and not in a common law relationship)
- She has no children
- Both of your parents are deceased
- She has no other family in Canada (e.g. aunts, uncles)

If your sister does not meet these requirements, then you will need to qualify for PR on your own through an economic immigration stream like Express Entry or one of the PNPs.
