The duration of some master programs is not clearly determined, for example it's stated to be "1 year full time and maximum 4 years" such Calgary MEng, or "1 to 2 years" as in McMaster. In this case, if the student takes 2 years to complete the program, is their pgwp issued for 3 years?

The PGWP is based on the duration of the program if studied full time - not how long it took you to complete the program.

For the first program, looks like it would be a 1 year PGWP based on the program being 1 year of full time studies. It's not clear for the second.
