How long from date of PPR from Singapore till date it arrived in VN?

I received e-mail from Singapore, they said they sent PPR to my spouse in Vietnam end of April for Visa and my spouse have not yet received it!

So send in the passport.they said they sent it,somehow you didnt recieve it so i would send it in asap.Did they say how they sent it because some peole have said it was by email,others by phone,other by mail,and i even seen where one poster said it was in her spam email,where she almost deleted it.

This way their response back:

We issued a request at the end of April to your wife asking for her passport so that we can issue the visa. We have not received the passport as yet.

I'm not sure by letter or e-mail. I e-mailed them back and gave them my wife's e-mail address for ppr. from what i heard in Vn PPR by post. Probably got lost or delivered to wrong home.
