How long for application from Singapore

My wife's application was received in January of 2012 by the Singapore office, she is from Laos . Can anyone tell me how long it should take to finish the PRV ? It has already been more than 13 months......

Sadly, Singapore applications are listed at 26 months AFTER sponsorship approval. http://www.cic.gc.ca/english/information/times/perm/fc-spouses.asp
