How ITA is given after required point is met

Can someone tell me "How ITA is given after required point is met"? For example: if someone gets the EE base level points (currently 453), then is it sure that he/she will get ITA? Or, it is completely dependent on the government of canada? I mean whether govt. will assess the market again (which NOC is now required? NOC 2173/ 2174/ 2175 etc.) then provide the required ITAs to those who met the point?

ITAs are purely issed based on CRS points. All that is required is an eligible, active profile at the time of the draw that meets or exceeds the cut-off score. NOC codes are irrelevant.

The 453 points you mentioned were the cut-off score for the previous draw. If you enter the pool now, what matters is the cut-off score for the upcoming draw - and that score may well be higher than 453 points.

So having a score of 453 is no guarantee for receiving an ITA in the future.

For example: while submitting the EE profile if someone gets 420 points, and the draw is from 400, then is it sure that person will get ITA no matter what his/her NOC code is?
