How is the longest possible it took for student visa applicants after medicals?

Hello there,
I have completed 13 weeks of application and I was asked for a medical exam 7 weeks after the application. It is 4 weeks today since my medical status updated on the online account. How is the longest one can wait after medical. I understand when medicals are requested the application has moved to certain stage and has lower probability of refusal?

I have applied on 14th july got approval mail on 31st Aug.
One of my friend's application tooked almost 7 weeks with positive consequence.

Did it take him 7 weeks all together or 7 weeks after the medical?
