Someone who only finished Bachelor's at a Canadian uni, maybe with a part time TA job lined up at their future grad school

There are 2 options available to an international student with a Bachelors degree seeking to immigrate to Canada.
One, apply to a provincial nomination program (PNP). If you get a nomination, you can apply to the Federal government through the paper based system. It takes a longer time than the second option though to get PR.

Two, apply through Express entry. If applying through the Express Entry system, you'll need to get either nominated by the express-entry stream of a PNP or LMIA-based job in order to get the additional 600 points to qualify you for a draw. Your points from just a Bachelors degree will not qualify you to be invited under express entry. You can use the free CRS calulator on this site or the CIC website to have an idea of where you stand, pointwise.

Summary, its certainly an uphill task to get PR with just a bachelor's degree but not impossible.

straight up CEC is gone. Max you can get for a Bachelor and 1 year work in Canada in 444. LMIA is impossible for most non-specialized jobs especially under such economy.

PNP is the only option. and depending on province, its as unpredictable as the local weather

or you could just marry a Canadian.
