It is universal the same, unless you count the time you are in the womb.
Anyway, I guess your confusion is because they are using UTC time. So, yes, they are using UTC time and everything is calculated using UTC time.

You are 27 as your 27th birthday was on December 31st 2017. You would be 28 on December 31st 2018. You need to be accurate down to the exact date, not just the year, or even the month.
