How do you get certificate of qualification

My boyfriend wants to move here to Nova Scotia, from Missouri USA, and work here. We are not married and I am not working right now (I am unable) so I cannot sponsor him. He wants to apply for the Federal Skilled Trades Program to get residency. He is a Cabinetmaker/woodworker, so he is one of the eligible trades to apply. I know that you either have to have a one year full time job offer to apply, OR, you need to have a certificate of qualification that is given by the province. One or the other. If finding a job is not that easy in the beginning, we were thinking he should just get the certificate, then try more for a job. I am just wondering though, how would he do this? How does it work? What is involved? We want to be together and he wants to live and work here, and we were hoping he could apply for this program within Canada. Can he? Also when and where would he do the English test? Also how long does this all take? We are just trying to figure it all out. Please help. Thanks.
