How do you ask a question to Manila ? (About COPR)

Hello,

we have questions about extra documents required in order to receive the COPR (in an email from Manila, requesting to take action within 30 days).
I called CIC about it and they told me that they didn't know, and that I should contact Manila instead... The problem is that I don't know how/what's the appropriate way to contact manila:

1) In the email we received, it states manil.immigration@international.gc.ca. They also have a lot of email addresses mentionned here http://www.canadainternational.gc.ca/philippines/contact-contactez.aspx?lang=eng but I don't think any of them would help.

2) We can use the following form https://dmp-portal.cic.gc.ca/enquiries-renseignements/case-cas-eng.aspx?mission=manila, but it says they won't reply to it if we haven't waited 15 months, however we must return the requierd forms within a month...

3) Phone.. From Canada ? $$

Did you respond to the email they sent you? IF they think it's important enough, they will answer your questions. But if they don't think it's important enough, or if they think you should know the answer, they won't answer...

When we ordered our GCMS notes, we noticed that the emails we sent in response to their email was in fact duly noted in our file.

I don't think they have a phone number for inquiries.

Best respond to the email they sent you - if you've noticed, there's probably a four digit agent number at the bottom. They send these emails from a generic looking address, but I think that's how they tell who the email is supposed to go to.

Hmmm, except the attached pdf, this is the whole email content, so I can't get an agent's number but... I just thought, maybe I should reply to cpcm-fcpapr@cic.gc.ca instead of manila ?

After many failed attempts to get info via email, enquiry portal(s), help-line calls, we finally got an answer from our VO, via old-fashioned FAX within 2 days after sending. They seem to still honor a response with this hard copy rendering system!

I suppose it's being processed in Manila, as the PDF's header reads manila informations, but the email itself reads Mississauga... I don't know!

I guess I could try to fax it haha
