How do they notify you once it says decision made?

Ecas says decision made! Should we get an email, or a letter? It must be a yes, if you were to be rejected they'd have called for an interview, right?

You're correct. They most likely would have called for an interview first before they would flat out reject your application.

Ottawa rarely, if ever, sends passport requests for people who are visa-exempt. If you are visa-exempt and won't be getting a PPR, I would expect your COPR in the mail soon.

Yep, just a letter in the mail with your COPR.

It's very exciting ;D. The two people in April from the U.S. who received their COPRs already received them around 10 days after DM. It might take a little longer to get to you because of the distance. I'm in Canada as a visitor right now, so I'm hoping mine gets here within the next week. I'll message you when I get mine if you'd like so you have an idea of when you should expect yours.

there is 2 possible way to notify you for positif decision.
1) visa exempt country: decisin made on ecas then receiving copr by mail

2)non-visa exempt country: receive passport request then see decision made on ecas and finally receive passport and copr by mail
